Pics and smileys disabled?

I can't seem to get my pics to work in my recent post. It says BBCode and smileys are OFF. Any way to fix?

Look below the reply box.

Click on the "Options" tab.

Make sure that the boxes in front of "Disable BBCode", and "Disable Smilies" are cleared.

(That's all I did, to fix your images in the thread you linked.)

It's weird cause the only options that I have are in this screenshot.

You are welcome.

Go to the top of the page, and click on "User Control Panel".
Now click on "Board Preferences".
Now click on "Edit Posting Defaults".

Default for all those is yes.

Everything listed under posting defaults is "Yes", except for notify me upon replies (because I don't like e-mails).

I'm only having problems in the thread that I linked. I never changed any settings, and to my knowledge all other threads I can post pics and smileys.
